It started with a conversation.
Deborah Nelson has been investing in small businesses for decades, including ours. She has been my business partner, an angel investor and a steady supporter of the social-purpose work that has always been important to me.
The fund began during a weekend when my own hope was being tested. I reached out to Deborah and Jessica Metta with a question: could we create something together that would put meaningful financial support directly into the hands of local small-business owners?
The answer was yes.
With Deborah’s founding contribution, we established the Deborah Ann Angel Fund through Four Rivers Community Corporation in March 2025.
What began as a response to a difficult moment became something we intend to carry forward as part of NovaStella’s commitment to social purpose.

How it works
Start with a short eligibility check.
Before asking you to spend time completing a full grant application, we’ll ask a few questions to determine whether your business currently meets the fund’s basic requirements.
If you’re eligible, you’ll continue directly to the grant application.
If you’re not eligible right now, we’ll let you know why. Businesses change. We hope you’ll consider applying in a future cycle if your circumstances change.
Complete your application.
We’ll ask you to tell us about your business, leadership, financial picture, plans for the grant, community impact, long-term sustainability and market.
Your progress is kept temporarily on your own device, so you can step away and return within 7 days without losing your answers.
Applications are reviewed by people.
Eligible applications are reviewed by members of the Fund Management Committee using a shared scoring framework.
Scores help inform the committee’s deliberation. They do not replace it.

A community-led review process
Applications are reviewed by a volunteer Fund Management Committee.
Applicants first complete an eligibility review. Applications that meet the requirements advance to judging, where committee members independently review the application using a common framework before the committee deliberates.
Committee members are required to disclose potential conflicts of interest and recuse themselves from reviewing or deliberating on an application when a conflict exists.
Help us invest locally.
The Deborah Ann Angel Fund began with one person’s willingness to invest in the businesses around us.
Additional contributions allow that investment to continue, and we welcome the opportunity to grow the fund.
Your donation is tax deductible through our partner, The Four Rivers Community Foundation, a 501c(3).
Make the check payable to Four Rivers Community Corporation. Add “Deborah Ann Angel Fund” to the memo line. Mail checks to Four Rivers Community Corporation, 802 Chenowith Loop Road, The Dalles, OR 97058.
